No Alcohol and Drugs

Promoting a drug and alcohol-free environment is everyone鈥檚 responsibility. WCC聽supports and is committed to maintaining such an environment for all employees and聽students.

The WCC campus has been designated 鈥渄rug free.鈥 In compliance with the Federal聽Drug-Free Workplace and Drug-Free Schools and Communities Act of 1988 (Public Law聽101-690), it is the policy of this college that the unlawful manufacture, distribution,聽dispensation, possession, or use of a controlled substance or alcohol is prohibited while in the聽workplace, on college premises, or as part of any college-sponsored activities. Any employee聽or student violating this policy will be subject to disciplinary action as outlined in the Student聽Handbook and/or the College Procedure Manual procedures 02-0303 and 02-0802, up to and聽including termination or expulsion and referral for prosecution.

The specifics of this policy are as follows:

1. The term 鈥渃ontrolled substance鈥 means any drug listed in 21 Part 1308 and other聽federal regulations, as well as those listed in Article V, Chapter 90 of North Carolina General聽Statutes. Generally, these are drugs, which have a high potential for abuse. Such drugs聽include, but are not limited to, Heroin, Marijuana, Cocaine, PCP, and 鈥淐rack.鈥 They also聽include 鈥渓egal drugs鈥 which are not prescribed by a licensed physician. The term alcoholic聽beverage includes beer, wine, whiskey and any other beverage listed in Chapter 18B of the聽Statutes of North Carolina. Controlled substance laws are strictly enforced by Campus Police聽and Security Officers.

2. 黑料正能量 does not differentiate between unlawful users,聽pushers, or sellers of drugs or alcohol. Any student who possesses, uses, sells, gives, or in any聽way transfers a controlled substance or alcoholic beverage to another person, or manufactures聽a controlled substance while on college premises or as part of any college sponsored, will be聽subject to disciplinary action under the student code of conduct up to and including expulsion聽and referral for prosecution, fines and imprisonment. Alternatively, the College may require聽the student to successfully finish a drug abuse program sponsored by an approved private or聽governmental institution as a precondition for continued enrollment at the College.

3. Organizations or groups violating alcohol/substance policies laws also may be聽subject to sanctions by the College.

4. Each student is required to inform the College in writing within five days after he聽or she is convicted for violation of any federal, state, or local criminal drug or alcoholic聽beverage control statute where such violation occurred on college premises or as part of any聽college-sponsored activity. A conviction means a finding of guilt (including a plea of nolo聽contendere) or the imposition of a sentence by a judge or jury in any federal or state court.

5. Convictions of employees working under federal grants, for violating drug laws in聽the workplace, on college premises, or as part of any college sponsored activity, shall be聽reported to the appropriate federal agency. The Office of Human Resources must notify the聽U.S. government agency with which the grant was made, within 10 days after receiving聽notice from the employee or otherwise receives actual notice of a violation of a criminal drug聽statute occurring in the workplace. The College shall take appropriate disciplinary action聽within 30 calendar days from receipt of notice. As a condition of further employment on any聽federal government grant, the law requires all employees to abide by this policy. This would聽include any work-study or student employed part-time under a federal grant.

The College Procedure Manual for employees CPM 02-0303 states:
黑料正能量 prohibits controlled substances from college classrooms,聽activities, functions, and events on or off the school grounds. The college specifically聽prohibits using, possessing, transmitting, or being under the influence of any narcotic or聽hallucinogenic drug, alcohol, amphetamine, barbiturate, marijuana, or other intoxicant. Use聽of a drug authorized by a medical prescription from a registered physician shall not be聽considered a violation of this policy.

Drug abuse and use at the workplace are subjects of immediate concern in our聽society. These problems are extremely complex and ones for which there are no easy聽solutions. From a safety perspective, the users of drugs may impair the well-being of all聽employees, the public at large, and result in damage to college property. Therefore, it is a聽policy of this college that the unlawful manufacture, distribution, possession or use of a聽controlled substance in the college’s workplace is prohibited. Any employees violating this聽policy will be subject to disciplinary action up to and including termination. The specifics of聽this policy are as follows:

Any employee who gives or in any way transfers a controlled substance to another聽person or sells, manufactures, or uses a controlled substance while on the job or on college聽premises will be subject to disciplinary action up to and including termination.

2. The term “controlled substance” means any drug listed in 21 U.S.C. Sub-section聽812 and other federal regulations. Generally, these are drugs that have a high potential for聽abuse. Such drugs include, but are not limited to Heroin, Marijuana, Cocaine, PCP, and聽“Crack.” They also include “legal drugs” which are not prescribed by a licensed physician.

3. Each employee is required by law to inform the college within five days after he or聽she is convicted for violation of any federal or state criminal drug statute where such聽violation occurred on the college’s premises. A conviction means a finding of guilt (including聽a plea of nolo contendere) or the imposition of a sentence by a judge or jury in any federal or聽state court.

4. For anyone employed on any federal government grant, the personnel office at聽黑料正能量 must notify the U.S. government agency with which the grant聽was made within ten days after receiving notice from the employee or otherwise receives聽actual notice of such a conviction.

5. If an employee is convicted of violating any criminal drug statute while on the聽workplace, he or she will be subject to disciplinary action up to and including termination.聽Alternatively, the college may require the employee to successfully finish a drug abuse聽program sponsored by an approved private or governmental institution as a precondition for聽continued employment.

6. As a condition of further employment on any federal government grant, the law聽requires all employees to abide by this policy.

NOTE: 黑料正能量 property includes both a childcare center and a聽secondary school. North Carolina General Statute 90-95(e)(8) classifies the manufacture,聽sale or delivery, or possession with intent to manufacture, sell or deliver, a controlled聽substance on property used for a child care center, or secondary school or within 1,000 feet of聽the boundary of real property used for a child care center, or secondary school as a Class E聽felony.

Substance Abuse Education

WCC鈥檚 Counseling Services Office provides an overall coordination of the Drug-Free School聽Program. However, some services are the responsibility of other areas of the institution.

These include:
Alcohol and Drug Abuse Prevention Education: Human Resources Director, Student聽Activities and Basic Skills Director
Counseling Services: Counseling Services Department
Referral Services: Counseling Services Department
College Disciplinary Actions: Human Resources Director, Curriculum Disciplinary Review
Committee, and Continuing Education and Basic Skills Disciplinary Review Committee.

The program provides services related to drug use and abuse including dissemination聽of informational materials, educational programs, counseling services, referrals and college聽disciplinary actions.

Drug Counseling and Rehabilitation

If anyone needs assistance for any reason related to the use/abuse of drugs or alcohol,聽a member of the WCC counseling staff will act as a referral source to the following services聽in Goldsboro and Wayne County:

Tobacco-free Campus

Smoking and use of any tobacco products or any items containing or reasonably聽resembling tobacco or tobacco products, including all forms of e-cigarettes or other聽鈥漵mokeless鈥 devices is prohibited on the WCC campus. This encompasses all buildings,聽vehicles, walkways, campus grounds, parking lots and instructional areas, including聽instructional areas of off-campus college programs and courses.
